Lookout bulletin issued vs escaped Korean-American drug supplier

MANILA–A Korean-American party drugs supplier who had escaped from police custody while detained at a hospital in Quezon City last April 15, has been included in the Immigration Lookout Bulletin (ILB) list, the Bureau of Immigration (BI) said on Tuesday.

“Pursuant to the April 18, 2017 Urgent Memorandum from Secretary with reference VNA-ILBO-037, Department of Justice by Secretary Vitaliano N. Aguirre II, that directed this Bureau to include the name JUN NO @ JAZZ in the Immigration Lookout Bulletin List, the name NO,JUN @ JUN NO @ JAZZ is hereby INCLUDED in the Bureau’s Immigration Lookout Bulletin List with Remarks: Subject of a case for violation of RA 9165 and who escaped from hospital detention,” said the ILBO No. JTJ-17-001 signed by Deputy Commissioner Tobias Javier.

The order also directed Immigration Officers to promptly relay any pertinent information relating to the foreigner’s entry or exit, or his attempt to enter or exit the country to the Office of the Secretary, Department of Justice (DOJ); the Office of the Prosecutor General or PNP hotline.

Likewise, they are ordered to refer the subject to the DOJ, the National Prosecution Service or PNP wherever encountered at any international airports and/or seaports.

The Chief, Port Operations Division and the Bureau of Immigration National Operations Center were also given copies of the order for their information and implementation

Based on BI records, Jun No’s last travel record was his arrival in the country on September 11, 2014 at 1:39 am at the Mactan International Airport (MCIA) while his last departure was September 6, 2014 at 12:04 am also at the MCIA.

An ILBO is issued to subject persons in order to at least monitor the itineraries of their flight, travel, and/or whereabouts.

But they will be allowed to travel subject to a permission from the DOJ.

The foreigner was charged with violation of Section 5, Article II of Republic Act No. 9165 or the Comprehensive Dangerous Drugs Act after he was caught selling party drugs worth PHP420,000 in Pasay City on April 5.
