MANILA — Former Department of Social Welfare and Development (DSWD) Secretary Judy Taguiwalo urged around 4,000 new social work board passers to be drivers of positive changes for the marginalized.

”We need social workers who do not only have the knowledge and skills of helping people. We need social workers who care for the people, respect them and recognize that our poor, marginalized and vulnerable are not objects of charity nor merely victims,” said Taguiwalo in her message to the board passers at Tent City, Manila Hotel on Aug. 20.

In describing social work, the former chief of DSWD reminded the new social workers that their task is to promote social change and development, social cohesion, empowerment and liberation of people.

”Principles of social justice, human rights, collective responsibility and respect for diversities are central to social work. Underpinned by theories of social work, social sciences, humanities and indigenous knowledge, social work engages people and structures to address life challenges and enhance well-being,” she said.

Citing her brief stint as DSWD chief, she said she tried to instill core values that put premium on serving the people well and in caring for the people’s money.

She also urged them to “serve with compassion, promptly, fairly” and without any tinge of corruption.

”The powers that be, honorable women and men in power, may reject you, but rest assured that the people will discern the truth and will confirm you, will shower you with support and with love,” she said.

Taguiwalo served as DSWD Secretary for 14 months unitl August 16 when the Commission on Appointments rejected her confirmation as head of the agency.

Malacañang on Saturday announced the appointment of Emmanuel Leyco as officer-in-charge of DSWD while President Rodrigo Duterte is still looking for Taguiwalo’s replacement.
