MANILA — Malacanang on Thursday declared a half-day work in government offices starting 12:00 noon of October 31 to give government employees ample time to prepare for the observance of All Saints’ Day and All Souls’ Day on November 1 and 2.

Executive Secretary Paquito Ochoa Jr. issued Memorandum Circular 73 suspending work in government offices from 12:00 p.m. onwards to allow government employees more time to travel particularly those going to their respective provinces.

Ochoa said agencies whose functions involve the delivery of basic and health services and other vital public services are not covered by the suspension.
